| 摘 要： | 文章通过对突发公共事件的案例分析,指出了我国应急管理工作中存在的问题,在此基础上,将应急管理的全过程划分为事前、事中和事后三个管理阶段,并分别设计了各阶段的工作内容和工作重点.旨在建立“全过程”的应急管理模式,提高全社会风险防范意识和应对危机的能力.

| Abstract: | Based on the case study on the public emergency,the problems of emergency management in China are pointed out.Furthermore,the whole process of emergency management is divided into three managerial stages,namely prior stage,on-going stage and later stage.Then the tasks and focus of each stage are discussed.The study aims to establish an "all-process" model of public emergency management and to enhance the awareness of risk-avoiding and the ability of handling crisis. |
