| 摘 要： | 本文通过分析西部地区经济发展状况、国家战略西移，以及西部大开发中存在的问题，提出了进一步开发西部的新思路及建议。文章认为，建立良好的政策环境，加大生态建设的保护力度，调整产业结构，健全市场体制，加强基础设施建设，控制人口，提高人口素质是西部大开发中的重中之重。

| Abstract: | The present paper provides some new ideas concerning the development of West China, basing its argument on the status quo of this area and the state policy. The authors believe that of the greatest importance are healthy political environment, ecological protection, industrial restructuring, a healthy market system, public facilities construction, and the overall enhancement of the population quality. |
