| 摘 要： | 资源与环境问题是我国社会、经济发展的双重压力,目前,我们在经济发展和环境保护方面均已取得了一定的成绩.但也应该看到,我国环境形势仍然严峻,这就需要提高社会资源的综合利用效率,转变传统的经济发展方式.经济发展方式由粗放型向集约型转变是一个国家或地区经济发展到一定阶段后的必然选择.
