| 摘 要： | 基于对中国电信业市场结构变迁的分析,探讨了规制的影响、重组后的市场结构以及可能存在的问题,指出了影响中国电信市场结构变迁的主要因素是政府规制.提出通过不对称规制,分步实施电信市场对内对外开放,并在促进竞争的同时促进民营化,以利于实现有效竞争,提高电信产业效率.
