| 摘 要： | 建立在政治一行政二分法基础之上的现代公共行政,以效率作为最高价值取向,强调公共行政体系的工具理性,在民主政治中承担间接民主责任.然而,随着社会的发展,公共行政逐渐成为国家治理当中的核心角色,这就使得传统的民主责任链条断裂,现代公共行政的发展面临困境.重振公共服务精神,并以公民参与为基础,建立现代公共行政更为直接的民主责任,才能化解现代公共行政发展的困境.
