| 摘 要： | 本文从历史演进的角度分析了西方国家政党制度与公务员制度的关系,着重论述了以考任制和功绩制为核心的西方现代公务员制度产生前后,以及二战后西方国家出现的大规模的公务员制度改革时期政党制度与公务员制度的关系,指出西方国家政党制度与公务员制度的出现、发展以及在这一过程中双方形成的关系都是指导西方民主制度的元规则的体现,更进一步指出了其对于现阶段中国公务员制度和党的建设的借鉴意义。

| Abstract: | The paper analyses, from a historical perspective, the relationship between the party system and civil service system in the West, particularly the reform movement in the civil service enrollment that occurred after WWII, pointing out that the emergence of the civil serve system is one of the achievements of democracy. This study will be of help in the construction of China's political party and civil service system. |
