隐性失业问题述论

由于特殊的国情，目前我国的隐性失业问题比显性失业问题更为突出和严峻。显性失业的消极后果主要由失业者个人承担，而隐性失业的消极后果则主要由国家和企业承担，它影响了国家的财政收入，降低了企业的有效工时利用率，增加了企业产品的成本，阻碍了收入差距的拉开，涣散了企业的斗志。尽管隐性失业存在着这些危害，但它的公开化、显性化又不能操之过急近年来所实行的解决隐性失业问题的政策存在着严重弊端，政府部门和有关学者还需要在实践中探讨新的、更加科学的解决隐性失业问题的办法。

On Indistinct Unemployment

Due to particular national conditions, the problem of indistinct unemployment is,at present, becoming more perplexing. As the passive consequences of distinct unemployment must be taken by individuals, the nation and enterprises have to accept the passive consequences of indistinct unemployment, which will, as a result, affect the state revenue, reduce the rate of effective working-time utilization, increase the cost of products in enterprises, hinder the advancement of income differential and sap the morale of enterprises. Despite the fact that these harms in indistinct unemployment do exist, the indistinct unemployment shouldn't be made obvious too hastily. In recent years, many drawbacks can be seen in the policy of solving indistinct unemployment problems and the government and experts still have a lot to do in seeking for new and scientific solutions to the problem of indistinct unemployment .
