| 摘 要： | 简要回顾了1989年国家建立高等教育收费制度以来教育收费的发展历程,探讨了教育收费的理论依据和历史沿革,客观地介绍了高等教育收费的现状,分析了高等教育收费制度以及收费管理中存在的各种问题,肯定了教育收费在高等教育发展中的作用和地位,从依法保证高等教育办学经费,科学指导和管理收费管理体制,赋予高等学校办学自主权方面提出了健全教育收费的见解和措施.
