产业转移理论与实践认识的两个误区

东南沿海地区由于产业结构调整而出现的产业转移趋势，为西部地区缩小差距，加快发展提供了难得的历史机遇。本主旨在澄清一些模糊认识，认为产业转移是一国经济发展过程中发生的一种必然现象。同时产业转移是包括资金、技术、设备等各种生产要素的转移，并在区域资源、要素配置、产业结构、技术和管理等方面引起一系列积极效应，会产生发展机会的传播，使国家经济总体发展水平得到逐步提高。

Two Misunderstandings Concerning the Theory and Practice of Industrial Transition

The present paper maintains that the industrial transition in the southeastern part of China resulting from the industrial restructuring of that area provides the western part of China with unprecedented opportunities to further its economic development and narrow the gap among areas. Such transition, the authors believes, is an inevitable outcome of the advancement of national economy, which compromises such elements as funds, technology, and equipment, and will certainly affect positively such aspects as regional resources, industrial structure, and management, and in the long run enhance the overall productivity.
