| 摘 要： | 公民参与方式的可行性和有效性是公民进入公共决策过程的重要条件;对参与方式的选择和设计直接关系到公民参与的效果,现实中公民参与方式的失效问题极大地影响了公民参与的有序化进行;公共决策的民主化与科学化要求公民参与方式的形式意义与实质价值相统一,需要在确定优选标准、优化相关影响因素的基础上对参与方式进行优化选择.
