城乡统筹发展评价指标体系构建及其应用——以重庆市区县统筹为例

城乡统筹发展涉及城乡经济统筹发展、城乡社会文化和生态环境统筹发展、城乡公共基础设施统筹发展和农村经济社会统筹发展等.构建城乡统筹发展评价体系应坚持协调、全面、系统和多元化的原则.重庆是"大农村"、"大城市"、"大库区"和民族区相结合的特殊直辖市,经济、人口、资源、环境的约束力较强,城乡差距相对严重,城乡统筹发展的任务比较繁重.本文拟以重庆市区县统筹为例,应用因子分析法尝试构建城乡统筹发展评价指标体系,并以此对重庆城乡统筹发展存在差异的关键问题和原因进行分析和研究,进而揭示出影响城乡统筹发展水平的主要因素及其重庆城乡统筹发展的特点和存在的主要问题.
