中法战争外债析论

中法战争时期清政府国库空虚 ,财权分散 ,内债难筹 ,国防经费长期不足 ,强敌入侵 ,不得不向伺机而动之外国资本援例举债应战。债权银行 (洋行 )追求高额利润 ,英国政府从其全球战略和在华利益考虑 ,积极支持了本国银行的放贷活动 ,各有所图。列强在中法战争期间贷款权的争夺 ,掀起了 19世纪 80年代帝国主义争夺中国借款权的高潮。中法战争外债对抗法战争起到了积极作用 ,中方的举债活动催生了中国近代第一批实业外债 ,就债务方而言 ,中法战争期间所借外债应予以相当程度的肯定

The Foreign Loans during the Sino-French War

During the War of Resistance Against French, the Qing government was compelled to raise loans from foreign banks. The reason was that the Qing government had long been in financial difficulties since the economic rights were not controlled in the central government, and funds could not be raised. Thus, national defense spending was inadequate. Foreign banks loaned for superprofit; the British government greatly supported its banks to loan for its global policy and interests in China. The great powers scramble for loaning rights to China reached a climax in 1880's.However, the foreign loans played a positive role during the war. Also, the Qing government's loan produced the first foreign loans in industry in China 's modern history. Seen from the debit's-the Qing government's\|side, the foreign loans during the Sino-French War should be regarded as good to some extent.
