摘    要:国有资产和国有企业改革的艰苦性,现阶段主要表现在国有资产保值和提高国企效率的对立上.只要建立起一种符合资产的市场经济规律,国有资产的增值和国有企业的活力问题就不难同时解决.当然,要使国有资产增值的同时提高国企效率,就必须采取新的途径,比如,效益好的中小国有企业要改变卖为融资,建立全国和各地的产权交易市场(C股市场),建立特别股制度.

Abstract:During the long period of the reform of the State Owned Enterprises,the reform of internal system,especially the reform of the internal encouragement system,is always problematic.Having analyzed the principal and fundamental purposes of the reform,the advantages of reforming the State Owned Enterprises,and the problems they are facing,the author holds that the new methods and new ideas should be improved when we are promoting the State Owned Assets.
