| 摘 要： | 我国农村社会保障制度整体性缺失的现状与国家责任的缺位渊源甚深。现代国家承担起农村社会保障之责有其应然性和必要性,在我国农村社会保障构建中,国家责任的具体承担应集中体现于完善制度设计、加强财政支持力度、理顺管理体制及完善立法。

| Abstract: | The shortage of rural social security has much to do with the absence of country's responsibility in China.There are "ought to be" and necessity for the country to take part in the construction of rural social security.The paper points finally that country's responsibility should focus on improving system designing ,strengthening financial soupport,smoothing administrative system,perfecting legislation and so on. |
