| 摘 要： | 在揭示电子政府本质的基础上,对电子政府发展中各领域遇到的障碍进行了分类和总结,指出了电子政府的发展不仅包括对信息技术的应用,还包括IT战略、政府战略、组织基础设施和流程以及IT/IS基础设施和流程之间的适配与整合,电子政府的实施过程其实就是一个政府战略与信息技术战略不断调整、动态对应的过程。最后提出了电子政府的战略对应模型,并对该模型进行了详细阐述。

| Abstract: | Based on the essence of e-government,this essay classifies the obstacles existed in various fields in the development course of e-government.It points out that the development of e-government not only includes the application of information technology,but also IT strategy,government strategy,organizing infrastructure and circuit,as well as the adaptation and integration of IT/IS infrastructure and circuit.Application of e-government is exactly the adjustment process of government strategy and information technology strategy.As last this essay proposes a model of strategic alignment of e-government and illustrates this model in details. |
