| 摘 要： | 对传统发展观视域下的环境管制与科学发展观视域下的环境管制进行了比较研究,认为科学发展观对经济活动外部性根源及消除途径的思考比传统发展观更深入、思维的空间更广,从而丰富了环境管制的内涵,同时也为政府对环境质量的有效管制提供决策参考。

| Abstract: | Comparing the environment regulation as view from the outlook on traditional development with it as view from the outlook on scientific development,this paper presents that the outlook on scientific development is deeper and wider both on revealing the source of the externalities caused by economical activities,and on thinking of the approach to eliminate externalities than the outlook on traditional development.The study enriches the connotation of environmental regulation,and provides a scientific thinking for government to regulate the environmental quality. |
