摘    要:在研究国内外人才发展评价指标体系文献的基础上,设计了海事人才发展评价指标体系咨询问卷,采用德尔菲法,运用算术平均值、满分频率、标准差和变异系数等统计分析方法,最终构建了海事系统人才发展评价指标体系。该指标体系包括人才发展总量、人才发展质量、人才发展投入、人才发展产出和人才发展环境等5个一级指标,14个二级指标和31个三级指标,为科学合理地评价直属海事系统的人才发展状况提供了依据。

Abstract:On the basis of domestic and foreign literature of talents development evaluation index system,the paper designs a consultation questionnaire of evaluation index system.With the Delphi method,the paper uses statistical analysis methods including arithmetic mean,full frequency,standard deviation and coefficient variation and final establishes an index system to evaluate talent development for maritime safety administration.Five first level indexes are involved in the evaluation system,which refer to the talent development amount,quality,investment,achievement and environment,and 14 secondary indexes and 31 Level Three indexes are also contained.This study provides a basis for reasonable assessment on talent development in maritime safety administration.
