风险社会与草根建设

风险社会中的风险除自然灾害外,大部分是由人祸所为,即人类在自身发展过程的同时,又制造了风险.风险已渗透到社会生活的方方面面,并不断循环反复地冲击、消解思想道德的力量,加之风险的不定性和人自身的局限性,使得政府防不胜防,被迫陷入"有组织的不负责任"的困境.提高抗拒风险的最好办法,便是发动群众,充分引导草根的积极参与.思想政治教育的作用就在于帮助人们对风险社会进行深刻反省,寻找风险造成的裂痕与伤口的医治方法,对人们心灵进行抚慰,对价值观进行引导.它倡导走国家与草根上下勾连的路径,有目的地加强草根建设,以实现社会稳定和谐.
