对中国农村土地制度变革的反思

我国农村土地改革政策,应当根据我国的经济情形、社会状况、土地改革的社会目标而制定,既不能抽象讨论土地市场化,也不能纠缠于土地私有与公有的概念之争。在制定土地改革办法时,社会问题应列于政策之首,纯粹的经济目的,则应退居道义考量之后。在确保农民的生存权及国家的粮食安全目标的前提下,相信农民的智慧,尊重农民的自主创新精神,应该是中国农村土地制度改革的首选方案。

Introspection of China's Rural Land Reform Policies

China's rural land reform policies should be formulated according to the actual situations of China.We should not discuss the problem of free land transactions vaguely,and we should try to avoid endless quibbling over the conceptions of the privatization or socialization of land ownership.Social problems must take precedence over the pure economic goal with regard to land legislation.The land legislation at present neglects continuity of rural land system and the route-dependence characteristics of land reforms and also neglects the subjective status and the creative function of the massive people in the process of the system creations.
