| 摘 要： | 建设法治国家要求全面切实推进"依法行政"建设现代法治政府。为此,首先要大力克服认识观念上和实践上的"误区",科学界定并强化政府责任,健全政府责任法制,严格实施行政执法责任制度和强化行政权力的全方位监督机制,以保证政府的廉洁、勤政、务实和高效,促进政府切实保障公民权利。

| Abstract: | The construction of a nation by law requires all-sided and practical progress of administration by law and the construction of a government by law.Therefore.efforts should be made to overcome misunderstandings in concept and practice,to scientifically delimit and strengthen government responsibilities and perfect the legalization of government responsibilities as well as to strictly implement the responsibility rules of administrative execution and strengthen an all-sided supervision mechanism of administrative power,so as to ensure an incorrupt,diligent,practical and efficient government and prompt the government to protect civil rights. |
