我国农村职业教育发展的困境与对策

“三农”问题是我国改革开放迈向纵深面临的重大命题。在建设社会主义新农村的背景下,大力发展与产业结构升级契合、能够有效转移农村剩余劳动力的农村职业教育,有着重大的时代意义。我们通过对农村职业教育现状的调查和问题分析,认为政府、市场、法律制度和职业学校之间关系的混乱和错位是职业教育发展低迷的重要原因,应该积极转变政府职能,调整越位,弥补缺位,明确发展职业教育主要是政府的行为,进一步加大职业教育投入,完善就业市场准入制度和改革人才培养模式,发展与社会经济建设良性互动的农村职业教育,从人力资源培训的视域探索解决“三农”问题的新途径。

Predicament and Countermeasure of Developing Rural Vocational Education in Chinese Rural Areas

Issues concerning agriculture,countryside and farmers are important topics which relate to the development of reform and opening-up.In the background of building new socialist countryside,the tasks that develop rural vocational education which coordinates with the promotion of industrial structure and transform surplus rural laborers effectively are significant.According to the research and analysis of the status of rural vocational education,we considered that the chaos and dislocations among the relations of government,market,law system,and vocational school are more important reasons of low developed situation of secondary vocational education.We also considered that it is necessary to change the functions of government;re-adjust cross,compensate vacancy;make clear the fact that development of vocational education is the responsibility of government primarily;enlarge the investment of vocational education;consummate employment market admission system and change talent-training routine;develop vocational education inter-activate positively with the development of social economy;and find the new way to resolve the issues concerning agriculture,countryside and farmers under the direction of human resource training.
