利益机制视角下我国农业补贴制度的发展进路

农业是我国最重要的根基产业。农业的弱质性和多功能性为农业国内支持政策提供了理论依据。而农业补贴是对本国农业扶持与保护政策体系中最主要、最常用的政策工具,是事关农民权益保护和农业经济可持续发展的一项基本制度安排。农业补贴的本质是利益的补贴,其有效运行离不开相关利益机制的作用。针对我国农业补贴利益机制的运行现状及其折射出的制度缺陷,农业补贴制度的发展进路应以建构良性的利益机制为主线,从补贴利益的产生、分配、代表和保障等方面进行制度健全和完善。

The Research of the Development of Agriculture Subsidy System on the Basis of Interests Mechanism

Agriculture is a foundation of the national economy.The weakness and multi-function of agriculture has led the necessity of the agriculture-support policies.The agriculture subsidy,which relates to the protection of peasants' profit and the sustainable development of agricultural economy,is the most important part of the agriculture-support policies.The agriculture subsidy system can not run effectively without the function of interests mechanism because the essence of the agriculture subsidy is the subsidies of interests.We have found out some problems and shortcomings of agricultural subsidy of our country by analyzing the system from the visual angle of the interests mechanism.The conclusion is that one of the best way to develop the agriculture subsidy system in our country is reforming the system by constructing benign interests mechanism.
