依法治校论要

管理 ,是影响学校办学质量、制约教育发展的重要因素。随着依法治国方略的实施 ,教育发展与改革进程的加快 ,依法治校已成为我国学校管理的必然选择。依法治校的本质是学校管理者在学校管理中体现法治精神 ,并以法律为最高权威。实施依法治校必须从管理体制、具体管理行为等各方面采取切实可行的办法和措施 ,要注意法与国家政策、法与学校规章制度的有机统一。实施依法治校 ,对学校本身的建设与发展、对我国整体教育水平和综合国力的提高都有重要意义。

Administering the University According to Law

As one of the key factors, administration has been playing an increasingly important role in running a school/university and in restricting the development of education and its reform ,administering schools/universities in accordance with the law has become an inevitable choice. Currently, no other researchers in this discipline have done a special or systematic researches on it. While the progressing in administering schools/universities just requires a clear explanation and urgent response to it. Thus the writer presents here a tentative analysis based on its guiding theory and practice, in which it focuses on the guiding principle, essence and contents in administering schools/universities in accordance with the law. A briefing of the specific measures and its significance is also discussed.
