| 摘 要： | 笔者采用2007年中国地方高校科技数据,首先对人力投入进行因子分析,提取三个公因子,在此基础上运用超效率的三阶段DEA对28个省市的地方高校的科技创新效率进行了评价分析,并对效率的影响因素进行了分析,实证结果表明:在所采用的效率评价体系下,地区的经济发展水平和文化水平以及政府拨款在科研经费中所占的比例对效率没有影响,但对于某些地区,在投入不变的条件下,地方高校中的研发机构数太少和研究项目数太多是制约效率提升的主要因素。
