农村社会养老保险制度建构的价值取向与对策

建立和完善农村社会养老保险制度是一项重大的社会发展战略。现行农村社会养老保险制度缺乏社会保障应有的强制性和国家责任性,不具有社会保险的本质特征。国家应确立以社会性和公平性为原则的城乡一体化的社会养老制度建设的长远目标,建立以国家和集体为主、个人为辅的农村养老基金筹集模式。为此,建构农村社会养老保险制度应强化政府责任,重视基金保值增值机制的完善,加强农村社会养老保险的立法,应坚持统筹兼顾和因地制宜原则,为逐步实现城乡社会养老保险的衔接创造社会经济条件和制度支持。

On the Value Orientation and Policy for the Construction of Social Endowment Insurance System in Rural Areas

To build and perfect the social endowment insurance system in rural areas is a significant social development strategy.The present social endowment insurance system in rural areas lacks compulsion and the responsibility of the state,both of which are necessary for social security.Therefore,it does have the essential character of social insurance.The state should establish a long-term goal for social endowment insurance system that takes sociality and fairness as principles and that incorporates urban and rural areas.The state also should build a financing mode for the annuities in which the state and the collectivities take primary responsibility and the individuals take the secondary responsibility.Therefore,in the process of building social endowment insurance system in the rural areas,the state's responsibility is to be strengthened;the perfection of the mechanism of fund maintenance and increment is to be focused;the legislation of social endowment insurance in rural areas is to be boosted up.In this process,the principle of making overall plans,taking everything into consideration and adjusting measures to local conditions should be persisted in to create social and economic conditions and system support for the gradual linkup of the social endowment insurance systems in urban and rural areas.
