| 摘 要： | 实现城乡统筹就业,核心环节是如何将农村劳动力大规模转移与农村、农业发展有机统一起来。农村公共投资对提升农村人力资本、促进农业剩余劳动力转移,实现城乡就业一体化发挥着关键作用。针对当前农村公共投资存在的供给能力不足、结构失调和公共服务质量低效等突出问题,今后应重点发展完善农村教育、改革医疗保险和公共卫生体系以及完善农业生产社会化服务体系。 |
