| 摘 要： | 有效政府并非是政府与生俱来的角色,而是自由主义与干预主义思潮由争辩走向融合的衍生物.理论逻辑上,有效政府是公权之域、市场之域、社会之域相互构建实现动态均衡的理性选择;现实逻辑上,有效政府迎合了转型期我国政府角色发展的客观趋势.现实中的有效政府并非简单地冠以应然的角色期待即可实现,从应然到实然必将有待于一个根植于本土化特质基础上的角色塑造过程.

| Abstract: | Effective government is not an inherent role of the government,but the derivatives of liberalism and interventionist from arguing toward integration.From the perspective of theoretical logic,effective government is a rational choice that the public domain,the market domain and the society domain build one another to achieve dynamic equilibrium.From the perspective of the real logic,effective government meets the objective development trend of the government role in China during the society transition.Effective government can be realized by simply dubbing role expectations ought to be.From ought to be to positive,there will be a process of role creation rooted in the localization characteristics. |
