试探我国城乡社会保障服务均等化的政策选择——基于政府公共政策价值理念的分析

城乡社会保障均等化是指城乡居民在享受基本社会保障服务上享受水平基本相当的服务。以政府公共政策理念为视角，从政府经济政策、政治政策价值和社会政策方面分析了城乡社会保障均等化建构的理论依据，从而得出政府作为政策制定主体和公共服务权威型提供者，在建构城乡社会均等化保障体系上应该遵循“配置与分配决策”中的效率与公平、服务性、社会利益的增进与平衡等政策理念，进行政策建构行为的优化，做出合理的政策选择，提出了政府构建城乡社会保障均等化的政策选择，即经济、政治和社会等三个层面的政策选择路径。
