国债成本优化

自从1998年我国开始大规模发行国债以来,国内关于国债规模的讨论十分激烈,但人们似乎忽略了一个十分重要的问题,即国债规模的扩张,有赖于国债成本的降低.国债的发行成本太高,期限结构及持有者分布不合理是我国国债成本一直居高不下的主要原因,并主要针对以上三方面提出了降低国债成本的三点主要建议.一是降低筹资成本,二是优化国债的结构,三是要提高国债资金的使用效益.

The analysis on bettering the cost of public debt in our country

Since we began to publish the public debt in large scale in 1998,there have been many heated discus-sions about the public volume in'our country. It seems that most people neglect a very important issue - the expan-sion of the public debt scale mainly relies on the lowering of the public cost, the higher publishing cost of the public debt, the unreasonable structure of period and unreasonable scatter of holders are the most important reasons on the higher cost of public debt. Then the author raises the main suggestions of lowering the public debt as for the above problems lower the cost of financing: better the structure of the public debt: and raise the benefit of the capital of the public debt.
