党和国家领导体制改革的理论与实践

十一届三中全会以后 ,我们党提出了改革党和国家领导体制问题 ,并开始了理论和实践两个方面的探索。在理论方面 ,提出了解决领导体制问题是国家生活民主化的根本问题、保持我党始终坚持“三个代表”是领导体制改革基本要求等五个方面问题 ;在实践方面 ,进行了党政分开、政府机构改革等五个方面探索 ,使党和国家的领导体制不断完善。

Theory and practice on the reform of the party and national leading systerm

After the Third Plenary Session of the Eleventh Central Committee,Chinese Communist Party sugested the reform of our party and the system of leadership of our country,and began theoretical and practical explorations.In theory,the party pointed out that to solve the problems occurring in the system of leadership is a key in the demacratization of our country.In practice,the investigation and study from 5 aspects,such as separating the party function from that of the government,and the reform of the government apparatus were carried out.All these have constantly improded the leadership system of our party and our country.
