| 摘 要： | 高等学校在管理中 ,要“法治”与“德治”并举 ,要坚持“依法治校”也要坚持“以德治校”。“以德治校”中的“德治”是以肯定“依法治校”为重要基础的 ;“德治”是把“依法治校”同”“以德治校”看作是同等重要意义的“德治”。二者相辅相成 ,相互促进。
