| 摘 要： | 三农问题是关系到国计民生和国家稳定的关键问题.本文作者曾经是一名乡镇干部,以农村工作实践者的眼光分别从农村生活的两个主要视角--国家和农民人手来分析国家与乡村关系、农民公共参与问题、农民的贫困、地方政府的角色等等问题,并尝试提出解决这些问题的一些建议和思考.

| Abstract: | The Main Issues Concerning agriculture, Countryside and Farmers" are the key issues that are closely associated with the national economy and the people's livelihood as well as the national stability. From the perspectives of the state and the peasants, the paper attempts to analyze such issues as the relationship between the state and the countryside, the democratic rights of the peasants, the poverty of the peasants, and the roles of the local government and so on. Accordingly, it offers some countermeasures to deal with those issues. |
