| Abstract: | This paper first studies the unexpected SARS in the last year and the accidents happened in the tertiary institutions and then presents the concepts, types, causes and characteristics of these accidents so as to lay a foundation for constructing the management system to deal with the unexpected accidents in the tertiary institutions. |
