农村社区外部权力结构：演进与现代重塑

我国的农村外部权力结构的发展经历了“二元——一元——二元”阶段的演变，文章以农村社区外部权力结构为视角，以国家行政权力和农村社会权力为分析工具，探讨了我国农村权力结构的这一演变历程及其发展规律。在此基础上，文章提出了社会主义新农村建设的时代背景下，合理重塑农村社区权力结构的关键环节：政府治理理念和职能的转变，农民自治意识和自组织能力的提升，以及制度建设的完善和权力的制衡。

External Power Structure in Rural Communities:Evolution and Modern Remodeling

The external power structure in rural China has experienced an evolution of ＂ binary-unitary-binary＂ phases, which have been analyzed in this paper with the two perspectives ： the power of the rural community and the national executive power, and by the perspective of the power structure of rural communities outside. On these bases, the paper proposes a key link by reshaping the power structure of rural communities under the background of building a new socialist countryside： the change of government＇s administrative philosophy and functions; the promotion of peasant＇s self awareness and self organization capacity; the perfection of institution structure and the balance of powers.
