| 摘 要： | 西部大开发实质上是西部少数民族地区的大建设、大保护、大发展,是实现西部各少数民族与区内外汉族共同富裕和可持续发展。公平性原则是可持续发展的第一原则,也是构建和谐社会的第一原则。发展机会不公平和发展权利不足是致使西部少数民族贫穷落后的根源。西部大开发应体现“民族公平”并赋予少数民族“公平优先”的政策。

| Abstract: | The overall development of west China is in fact the overall construction,protection and development of the minority areas in west China and aims at the shared prosperity and sustainable development of the minorities and the Hans in China.The principle of equity is the primary principle of sustainable development and of building a harmonious society.Intrageneration equity' is the first rule of the principle of equity while "intergeneration equity" is the second rule.The overall development of west China should follow the principle of "ethnic equity" and gives the minorities the policy of "priority of equity". |
