An Economic Analysis of the Industrial Development Road in an Economically Underdeveloped Region

How could an underdeveloped region, whose economy and industry are weak, land and funds are lacking and the market is limited, grasp the opportunities for its socio-economic development? It should apply the modern theories and approaches of market economy to the understanding of its environment, regard the private economy as the new and main industrial force and take advantage of the market to help its industrial development. In this process, the government should change its functions and turn itself into a service-oriented, learning-oriented and business-oriented government.
