户籍地政府介入流动人口公共服务供给研究

居住地政府在为流动人口提供公共服务过程中,普遍存在信息掌握不全、产生外部效应和情感沟通困难等障碍,所以,让户籍地政府介入流动人口公共服务的供给是十分必要的。这一设想有助于降低居住地政府与流动人口之间的信息不对称程度,降低户籍地辖区对居住地辖区产生的外部效应,降低流动人口与居住地政府和居民之间的交往成本。具体实现途径包括:建立信息共享机制,逐步推行城市绿卡制度,开展外出前的培训服务,为农村"留守儿童"提供服务,承担流动人口公共卫生服务,派遣干部参与流动人口管理。
