| 摘 要： | 改革开放30年来,农村劳动力流转受到社会各界广泛的关注。此间出现了流转动机、流转规模、流转地域等变化。尽管政府政策因应了农村劳动力转移的每一变化,但农村劳动力流转的候鸟式迁徙方式并未根本改变。在城乡统筹发展目标下,实现农村劳动力转移战略,政府政策应该由干预型向引导型、由扶贫型向济身型等政策转变。
