Study on Economic Man Role of Public Officials

The assumption of economic man is one of theoretic fou nd ations of western economics. This assumption can be applied in analyzing the ele mentary aspects of human behavior, thus being of important theoretic value. The public officials act as economic men similarly in politic life. They use a funct ion of profit and cost comparison to justify their behavior. The function of cos t includes production cost, transaction cost and psychological cost, and the pro fit function includes material benefit and spiritual benefit. The rational publi c officials are always seeking maximization of their private profit restrained b y particular institutions, whose behavior may result in many malpractices easily such as maximization of public budget, expansion of government, low efficiency and bureaucracy.
