| 摘 要： | 政策群是国家、政府在一定时期之内实施的内容不同但产出理念同源、导向相近的一组政策的集合体,政策效率是政策投入与产出之间的比例,二者之间有理论上的契合点。政策群的安排有助于降低政策投入成本,防范政策冲突,实现政策耦合,减少失败政策路径依赖带来的连锁效应,提高政策效率。从政策群的角度提高政策效率必须要强化系统政策观,注意政策与制度衔接,保持政策纵向网络顺畅连接,强化政策横向结点的完整。
