政府行为与博弈

政府行为特别是政策行为，常常处于冲突与竞争的环境之中，这就为博弈论运用提供了一个极大的空间。首先，政策从出台到执行的过程往往就是利益集团及政策相关人员多方博弈的过程。其次，政府可以通过对这类博弈进行分析而调整自己的政策行为，从而提高政策的理性和效率。第三，博弈论的一些基本原理可以为完善政府行为的制度化等问题提供理论依据。最后，政府行为的调整乃至社会制度的变迁亦是博弈的结果。在转型期社会，政府“出牌”的关键在于确立和完善博弈的规则。

Governmental Acti on & the Game

Governmental usually have to face conflict and competiti ve situation. Game Theory therefore is very helpful. A course of making and impl ementing policies also is a course of games between benefit groups. So the gover nment should adjust their action under these analysis to improve their efficienc y. On the other hand, essential principle of Game Theory can provide scientific basis for promoting governmental action. Especially in changing society, an impo rtant task of government is to establish the rule of games.
