| 摘 要： | 《城市生活无着的流浪乞讨人员救助管理办法》的出台和生效宣告了收容遣送制度的终结。从收容遣送到社会救助制度变迁说明了中国社会在进步,体现了对基本人权的人文关怀。然而,救助制度的良好运作则有赖于与现行制度的衔接。

| Abstract: | In this paper, referring to review of the changing of the indigent migrant relieving and managing system, we give the analysis of value. By means of inquiring into the transition from the old system to the new one and the joint between the new system and the other present systems, we give the analysis of the laws and regulations. Then, concerning on the problems in the practical function,we give the substantial analysis and some suggestions. |
