二元结构与经济发展——对中国农业经济发展要素的解析

改变二元经济结构,实现国民经济的一元化发展,是中国实现现代化的核心。我们的研究表明:中国的二元经济结构特征仍然明显,是改革开放前以及改革开放以来的经济发展战略及政策措施导致了中国二元经济结构的形成并长期存在。数十年来,中国实施的一系列国家经济发展战略、农业和非农业政策措施,在某些方面或总体上存在着对农业的负面影响。土地节约型和劳动力使用型技术的开发与扩散、非农业部门就业的迅速增长、行政性负担的减少和农业科技体制的创新及大量教育资源的投入,是促进农业发展,实现经济一元化的关键。
