非物质文化遗产地方保护体系的三维构架——地方政府、地方社区组织、地方居民

随着我国现代化步伐的加快，城市化进程的推进，目前我国的文化生态环境也随之发生了较大变化，作为我国重要文化遗产的非物质文化遗产也不可避免地受到较大程度的冲击。《保护非物质文化遗产公约》对国际、国家、地方三级在非物质文化遗产保护中的义务与责任也进行了相应的明确规定。非物质文化遗产地方保护体系在其中具有重要的地位，并且更具实际意义。文章通过以分析非物质文化遗产的特征为出发点，从地方政府、地方社区组织、地方居民三个方面的保护主体来探讨非物质文化遗产地方保护体系的三维构架。文章认为这三者在地方保护体系中应分别扮演组织者、承担者、参与者的角色。
