| 摘 要： | 依法治国和以德治国的主体是“治者”,即治者从治国时要“依法”、“以德”,重在强调治国主体的义务和责任;二者从运行关系上看,并不是平行的,以德治国为依法治国服务,以德治国的关键是建立以“崇尚法治”为核心的社会主义道德体系,二者统一于建设法治国家的进程中。

| Abstract: | The subject of manageing state offairs according to law moral is "governor",It means that the authority must meet the request of law and moral,and emphasize the obligation and responsibility of governor.In practice,the latter severs for the former,and the key of the latter is to establish a socialistic moral system with the core of advocating law.Both of them are unified in process of constructing a constructing a courtry under law the ruleof. |
