关于高校设备招标管理的思考

高等学校仪器设备招标采购工作是一项政策性强，涉及面广，技术知识要求高，多因素复杂的系统工程。就招标过程中招标文件的制定，厂商资质审查，采购方式及评标方法的选取，评审专家和用户作用的发挥，合同的签订、执行和货物验收等方面的问题及作法进行了总结和探讨。为完善招投标管理，规范采购行为，提出了意见和建议。

The purchase of equipment by way of bidding in institutions of higher learning is a systematic project, which involves policy, technological knowledge, and many other factors. This paper discusses and sums up the whole bidding process, which includes the preparation of bidding documents, the examination of manufacturers' qualification, the selection of the way of purchase and the bidding evaluation method, the role of evaluation specialists and users, the signing of contracts, the checking and accepting of equipment, etc.. At last, reasonable suggestions are given as to improving bidding management and regulating the purchase.
