地方保护主义的危害、成因及对策

地方保护的本质是地方利益保护。短期中，地方保护似乎能够增大谊地区的社会福利，但从长期来看却隐藏着严重的危害，并直接影响到能否建立一个开放、竞争的社会主义市场经济体制。深入分析了地方保护主义产生的直接原因和根本原因，并提出了消除地方保护主义的具体对策，包括转变政府职能，规范政府行为；加大国有经济改革力度，实行政企分开；深化财税体制改革，理顺中央与地方的经济关系；规范政府的市场管理行为，加强对政府市场管理的监督。

Local Protectionism: Harmfulness, Causes, and Countermeasures

Local protection is essentially protection of local interests. In the short term, local protection seems to be able to increase the social welfare of a location. But in the long term, it conceals serious damage and directly affects the establishment of an open and competitive socialist market economy. In this paper, an in-depth analysis is made of the immediate and fundamental causes for local protectionism. Then, some specific measures against local protectionism are proposed. They include switching governmental functions to standardize governmental behaviours; making greater efforts to reform the state-owned sector of the economy and to separate the functions of government from those of enterprises; deepening the reform of taxation to straighten out the economic relations between the central and local governments; and standardizing governmental behaviours in market control to strengthen the supervision of them.
