| 摘 要： | 西周是荒政制度的形成时期,在《周礼》中已经把“荒政十有二纪”作为“聚万民”的手段,提高到“政令”之首的重要地位。“敬天保民”是荒政的理论基础。《周礼》中的“以荒政十有二聚万民”奠定了后世荒政的基本格局。

| Abstract: | Fighting-against-calamity-and-famine Theory was developed in West Zhou Dynasty.ITs evidence can be found in such books as "Zhou Li",in which fighting-against-calamity-and-famine policy is regarded as the highest administrative policy,and has set an example for later policies.Fighting-against-calamity-famine Theory is based on the "respect for Heavens and protection of the ordinary people". |
