农户分化、乡土依赖与集体收益分配权退出

基于3个农村改革试验区716个农户的微观数据,实证分析农户分化、乡土依赖对农户集体收益分配权退出意愿的影响。结果表明,农户的不断分化并未提高其集体收益分配权退出意愿,分化程度较高的农户更倾向于继续持有集体收益分配权,土地、宅基地的退出对集体收益分配权退出意愿未产生显著影响,但对所在村的心理依赖水平有着显著的反向影响,即在集体收益分配权的退出中,对其退出意愿产生影响的更多是农户对乡土的心理依赖,而非现实依赖。这要求在进一步探索中,既要有改革的紧迫感,完善退出机制,引导符合条件的农户理性退出集体收益分配权,也要有历史的耐心,充分尊重农户的乡土情结。

Farmer Differentiation,Rural Dependence and Withdrawal of the Collective Income Distribution Rights

The rapid advancement of urbanization has drawn attention to how to deal with the collective income distribution rights of migrant farmers.This research conducts an empirical analysis of the effects of farmer differentiation and rural dependence on the collective income distribution rights of migrant farmers,using the 716 farmer household data collected from 3 rural reform pilot areas.The results show that farmer differentiation does not have positive effect on their willingness of withdrawal of the collective income distribution rights.And farmer groups with higher level of differentiation show greater tendency of holding their rights.With regard to other rights of rural collective members,withdrawal of land contracting right and the right to the use of curtilage shows no significant effect.However,withdrawal of these rights has significant negative effect on farmers’pschological rural dependence,which plays a more important role than realistic dependence in the collective income distribution rights withdrawal.Therefore,patience and respect for farmers’rural complex are as vital as the sense of urgency in guiding eligible farmers through the withdrawal of the collective income distribution rights.
