产业结构、空间溢出与农村减贫

在对我国省域产业结构合理化与高度化水平进行测度的基础上，构建空间计量经济模型，设置邻接权重、地理权重和经济权重三种空间关联模式，从空间维度实证检验了产业结构优化升级对农村贫困影响的直接效应与溢出效应。研究发现：我国省域农村贫困率具有显著的空间相关性和空间异质性，在空间分布上呈现出“高-高”与“低-低”集聚的特征；产业结构的合理化不仅能促进本地区农村减贫，还可以通过空间溢出效应促进邻近地区农村减贫；产业结构的高度化也有助于本地区和相邻地区的农村减贫。提出应加快产业结构的优化升级，实现产业融合发展和区域协调发展，促进农村减贫。

Industrial Structure,Spatial Spillovers and Poverty Alleviation in Rural Areas

Based on the measurement of the rationalization and high level of provincial industrial structure in China,this paper establishes a spatial econometric model and sets up three spatial correlation models of neighboring weight,geographic weight and economic weight,and then empirically tests the direct effect and spillover effect of industrial structure optimization and upgrading on rural poverty from the spatial dimension.The study finds that the rural poverty rate in China has a significant spatial correlation and spatial heterogeneity,and it shows the characteristics of high-high and low-low agglomeration in spatial distribution.The rationalization of the industrial structure can help to alleviate poverty in local areas as well as in neighboring areas through spatial spillover effects.The heightened industrial structure also contributes to rural poverty alleviation in local areas and adjacent areas.Therefore,it is necessary to speed up the optimization and upgrading of the industrial structure so as to achieve industrial integration development and regional coordinated development and accelerate poverty alleviation.
